AI Chatbots Provide ‘Unreliable and Biased’ Election Guidance, States Netherlands Regulator
AI chatbots are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democracy just eight days before national elections.
Study Shows Repeated Partiality in AI Suggestions
The quartet of AI assistants evaluated by the authority “often end up with the same two parties”, regardless of the user’s question or command, the watchdog noted in a analysis published ahead of the late October vote.
For over 50% of instances, the chatbot suggested either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.
Certain groups, such as the centre-right CDA, “are rarely ever cited”, even when the voter’s query exactly matches the positions of these political entities, the report pointed out.
Authority Figure Cautions Against Using AI Chatbots for Voting Guidance
The deputy head of the AP, the official Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that might not correspond to their ideological beliefs, she added.
“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against using AI chatbots for voting advice, as their functioning is opaque and hard to confirm.”
Election Context and Party Dynamics
The Dutch head to the polls on October 29 in an election that will be keenly observed around Europe for the performance of the Freedom party.
The far-right party of Wilders is leading the polls but the gap to the left-wing and centre-right parties appears to be narrowing, with numerous electors still undecided.
All major parties have ruled out an alliance with the Freedom party, meaning the runner-up party is most likely to provide the next prime minister.
Unintentional Bias Attributed to Chatbot Functioning
The authority emphasised that the bots were not deliberately biased, and that their “noted flaws” are a result of the way AI chatbots operate.
